As a sneak preview to his presentation at Smart Utilities Russia, I would like to share with you our recently conducted interview with Sergey Pikin. As the Director of the Energy Development Fund, Mr. Pikin was awarded by the Russian Ministry of Energy for "Best Expert Energy" in 2011.
What is the type of market structure Russia needs – fully liberalised or regulated?
"Any system of rules should be a smart one and it should be designed for a long term. A market where competition is lacking has no sense. Regulation/incentives are also necessary to push for developments when the market is stagnant, an acknowledged economic fact both in Russia and abroad. In my opinion, a long-term symbiosis of the market and government based on stable operation principles is necessary and the only way forward for the Russian power sector"
