Phasor-based smart transmission grid proposed for India


New Delhi, India — (METERING.COM) — April 2, 2012 – A plan for a wide area measurement system (WAMS)-based smart transmission grid in India, with phasor measurement units (PMUs) installed across the country, is proposed in the draft electricity plan for the 12th Plan period, which comes into effect this year and runs to 2017.

WAMS-based technology with the installation of PMUs at substations and power plants is key for achieving the grid performance that is expected for India’s changing power scenario, states the draft plan. The existing SCADA/EMS-based grid operation provides only a steady state view of the power grid, but PMU-based technology with synchrophasor measurements over a wide area facilitates dynamic real time measurement and visualization of the power system that is useful in monitoring its safety and security as well enabling control and corrective actions to be taken.

The installation of PMUs has already started in the Northern Region, and nine PMUs (at Moga, Kanpur, Dadri and Vindhyachal in the first phase and Agra, Bassi, Hisar, Kishenpur and Karcham Wangtoo in the second phase) have been commissioned, with a phasor data concentrator (PDC) at the Northern Regional Load Dispatch Center (NRLDC). Phasor data at each PMU is sampled 25 times per second and transferred to the PDC via a dedicated 64 kbps fiber optic communication link. In the PDC the phasor data from all the locations is merged and time aligned, and then is provided to the operator console for visualization. PDC data is also transferred via a server to the existing SCADA system, and it is also fed to a data historian at the NRLDC, from where it is available for post-event analysis.

In the 12th Plan it is proposed to install between 1,000-1,500 PMUs across all five regions (Northern, Western, Southern, Eastern and North-Eastern), along with a reliable high bandwidth, low latency fiber optic communication network and about 30-60 PDCs at strategic grid locations and control centers. The state load dispatch centers may have master PDCs and the national and regional load dispatch centers super PDCs working in hierarchy for real time dynamic state monitoring of the complete national grid in a unified manner.

In view of the large number of PMUs and PDCs required in India, it would be beneficial if there is an indigenous capability for their manufacture and testing, the draft plan comments.
