IEC releases draft smart grid standardization roadmap

Geneva, Switzerland — (METERING.COM) — August 27, 2010 – The International Electrotechnical Commission’s (IEC) Smart Grid Strategic Group (SG3) has released for comment its draft Smart Grid Standardization Roadmap setting out the standardization requirements for smart grids.

The 136 page draft roadmap also presents an inventory of existing (mostly IEC) standards, analyzes the gaps between actual standards and future requirements, and makes recommendations for evolution.

Saying that the IEC, as the only international standardization organization in the field of electrotechnical standardization, is ideally positioned to contribute to the development of smart grid and its beneficial effects on society as a whole, the starting point for the roadmap is the definition of the smart grid as “the concept of modernizing the electric grid.”

The following general topics are analyzed:

  • Communication
  • Security
  • Planning for the smart grid.

Then the following specific applications are analyzed:

  • Smart transmission systems, transmission level applications
  • Blackout prevention/energy management systems (EMS)
  • Advanced distribution management
  • Distribution automation
  • Smart substation automation
  • Distributed energy resources
  • Advanced metering for billing and network management
  • Demand response and load management
  • Smart home and building automation
  • Electric storage
  • E-mobility
  • Condition monitoring
  • Renewable energy generation.

Finally, three further general requirements are analyzed:

  • Electromagnetic compatibility (EMC)
  • LV installation
  • Object identification and classification.

In all over 100 relevant standards and standard parts for the smart grid are identified, with core standards, which should be seen as a backbone of a smart grid, including:
IEC/TR 62357 – Framework of power automation standards and description of the SOA concept
IEC 61850 – Substation automation and beyond
IEC 61970 – Energy management system – CIM and GID definitions
IEC 61968 – Distribution management system – CIM and CIS definitions
IEC 62351 – Security
IEC 62056 – Data exchange for meter reading, tariff, load control
IEC 61508 – Functional safety of electronic systems.

Among the recommendations are that the IEC should promote the potential of its IEC/TR 62357 reference architecture. The organization also should seek to cooperate with other stakeholders, and specifically the NIST in the United States.

Feedback on the document will be reviewed by SG3 at its next meeting on October 13 in Seattle, WA, U.S.A.

SG3 is convened by Richard Schomberg and has representatives from Brazil, Canada, China, France, Germany, Great Britain, Italy, Japan, Korea, Netherlands, Spain, Sweden, Switzerland and the United States.
