Eng. Ashmawi is a management consultant specialized in municipal services with more than 35 years of relevant experience. He is a Co-Founder and the Chief Executive Officer of Chemonics Egypt, Egypt’s foremost engineering and management consulting firm.
Together with IP3, Eng. Ashmawi founded IP3 MENA in 2004 and serves as its President.

IP3 MENA’s mission is to advance IP3’s proven methodology in public-private partnerships (PPP) throughout the Middle East & North Africa (MENA). Eng. Ashmawi has been at the forefront of the PPP movement in Egypt. As an advisor to the Ministry of Housing, Utilities, and Urban Communities on the USAID-funded Legal, Institutional and Regulatory Reform Projects, he advised the highest level’s of government responsible for municipal services on the introduction and regulation of PPPs. Eng. Ashmawi advised on Egypt’s first pilot projects in PPP in water and wastewater services.

He has also been actively involved in Egypt’s PPP process for solid waste management particularly in the Cairo area (the world’s largest solid waste management PPP program ever, both in terms of value and service area).
He is a frequent speaker in IP3 and IP3 MENA training programs on PPP and
infrastructure regulation.

He is a member of several professional societies, including the Egyptian
Syndicate of Engineers, the Egyptian Society for O&M Engineers and is a registered Consulting Engineer.
He has extensive experience in development gained through more than 20 years of institutional development, technical assistance and training activities on large multi-disciplinary USAID, DANIDA, FINNIDA, DGIS and SFD-funded programs, especially in the water and wastewater and industry sectors.

Early in his career, Eng. Ashmawi served as Deputy Chief of Party on the
USAID-funded Local Development II/Provincial Project where he supervised
technical assistance, training, operation and maintenance, and institutional
development for infrastructure projects in water and wastewater systems,
equipment, roads and buildings. Eng. Ashmawi promotes institutional
development by putting together the counterparts and/or subordinates in the
private sector and all levels of the Government of Egypt (GOE) from Central
Government to village level.
