Abstract: Utility meters have always been subject to rules as to their use, traditionally set by national/government bodies, in order to protect the interests of the customers whose energy consumption they measure. Increasing competition in the supply of electricity and gas which may change previous utility roles and responsibilities for measurement ; Emergence of European legislation (particularly the Measuring Instruments Directive) which Member States must adopt into their own laws ; Rapid changes in technology which can render past practices obsolete or uneconomic.
