Overcoming barriers to time of use rates for apartment residents

Abstract: In a series of case studies conducted over the past two years, the New York State Energy Research and Development Authority, has been pursuing various projects to assess the feasibility and potential for implementation of electrical submetering and time-of-use pricing for submetered residential multifamily building residents. The objective is to provide 400 000 submetered tenants, in New York City with a more appropriate price signal for demand response purposes so as to reward and provide incentive for demand reduction, particularly during utility critical summer peak periods. This paper focuses on the full range of the process, including metering, data collection, billing, analysis, and evaluation of the demand response and customer response aspect of the programs.
