The EnergySmart Pricing Plan year 3 – hourly marketbased electricity prices work for residential consumers

Abstract: The Energy-Smart Pricing Plan launched in January 2003 with 750 participants increasing that to more than 1,400 participants for 2005. This paper focuses on year three and provides insight into how these consumers react to the high prices of a hot summer after two cool ones. The Energy-Smart Pricing Plan (ESPP) is designed to provide a model for how transparency in energy pricing can create a market-based incentive for peak load management and energy efficiency.
