Pepco DC, along with several key stakeholders, launched the PowerCentsDC smart meter pilot project in mid 2008. The program is designed for approximately 1200 customers of the utility, with the participants receiving a smart meter, a smart thermostat and new energy price plans. Some of the varied stakeholders include Consumer Utility Board, the District of Columbia Office of the People’s Counsel, the District of Columbia Public Service Commission, the International Brotherhood of Electrical Workers, and Pepco. Together, they form the Smart Meter Pilot Program, a non-profit organization.

Participants switched over to the PowerCents rates on July 21, 2008, with the project scheduled to end in May 2010. The project is testing three different time-based price plans: 1) critical peak pricing, 2) critical peak rebate, or 3) hourly pricing. Eligible participants with central air conditioning may select a free smart thermostat as part of the program.

The PowerCentsDC program will be presented at the 10th Annual Metering, Billing/CIS America Conference. Entitled “Not just a pilot: Using mass market DR programs as a dry run in your AMI deployment”, Chris King from eMeter will lead the presentation and will be joined by Steve Sunderhauf from Pepco Holdings

Chris King is Chief Strategy Officer of eMeter Corporation. A nationally recognized authority on energy regulation and competitive energy markets, Chris has worked with regulators and legislators on technology issues in electric restructuring and grid management, and has also testified before Congress.

Steve Sunderhauf serves as the Manager of the Program Evaluation Department within the Regulatory Group of Pepco Holdings, Inc. in Washington, D.C.  His responsibilities include the oversight of demand side and renewable related activities on behalf of Pepco, Delmarva Power, and Atlantic City Electric.  Steve has 26 years of professional experience within the US electric utility industry, including more than 20 years at Pepco, where he has served in a variety of capacities.
