Scott Hempling has been appointed Director of the U.S. National Regulatory Research Institute (NRRI). He is the founder of a national law practice providing legal representation and policy advice on regulatory matters to clients in all sectors, including state regulatory commissions, energy companies and consumer public interest organizations.
Hempling received his B.A. cum laude from Yale University and his J.D. magna cum laude from Georgetown University Law center. He regularly appears as an attorney or expert witness, and has been published in several journals.
The NRRI was established by the National Association of Regulatory Utility Commissioners (NARUC) in 1976; its mission is to help utility regulation, when regulation is necessary, achieve the highest quality possible.
